This guide lists the official benefits for OKU cardholders and how to register with the Department of Social Welfare (JKM). Each benefit was checked on 25 Oct 2026 with the agency that gives it, including JKM, LHDN, Prasarana, KTMB, JPJ, the Ministry of Finance and the Immigration Department. OKU (orang kurang upaya) is the official Malaysian term for persons with disabilities.

Who can register as OKU

According to JKM, the OKU card is issued to persons with disabilities registered with JKM to make it easier for them to deal with the relevant parties. Registration is open to Malaysian citizens only.

The disability must be certified by a government specialist or medical officer. A private specialist or medical practitioner registered with the National Specialist Register (NSR) or the Malaysian Medical Council (MMC) can also certify it. For visible disabilities, such as a missing hand or leg, certification can be made by an Assistant Registrar at the District Social Welfare Office (PKMD).

JKM registers seven OKU categories: hearing, vision, speech, physical, learning, mental and multiple.

How to register as OKU with JKM

  1. Get the form. Print the OKU Registration Application Form (BPPOKU), 2019 revision, or fill in the form online through MyDaftarOKU at oku.jkm.gov.my.
  2. Get your disability certified. Visit a government or private clinic or hospital first. For visible disabilities, you can upload a photo of the disability or go straight to a PKMD office.
  3. Submit the completed form to the nearest PKMD office. According to MyDaftarOKU, forms are only processed once complete information is received.
  4. Check your status in the MyGOV app. The SMOKU portal no longer offers status checks for security reasons.

Documents required according to JKM:

  • the JKM Service Form and the BPPOKU (2019 revision);
  • a copy of your MyKad, MyKid or birth certificate;
  • a copy of your old OKU card, for re-registration;
  • one passport-sized photo, for MyKid and birth certificate holders;
  • a separate medical report, if applicable.

Once your application is approved, you can ask for a temporary OKU identification document valid for 30 days while the OKU card is printed. If the application is rejected, an appeal is made by letter to the Chief Registrar together with the applicant's social report.

According to the JKM list, the Ministry of Health (KKM) provides free examinations for OKU certification. They are for individuals with a treatment record, recipients of government aid, referrals from outreach programmes and people with visible physical disabilities.
