Skim Perubatan MADANI: free private clinic treatment for STR recipients in 10 districts

Skim Perubatan MADANI is a Ministry of Health (KKM) initiative for treating minor illnesses among the B40 group at private medical clinics. It is run by ProtectHealth Corporation, a company set up under KKM. This guide is based on the ProtectHealth and MyGOV pages, which we read on 25 Oct 2026.

Who qualifies

• Sumbangan Tunai Rahmah (STR) recipients in the family household, senior citizens without a spouse and single categories.
• Eligibility is automatic, with no application.
• Recipients must declare that they do not receive the same benefit from an employer scheme, state government or other medical agency. Examples include Iltizam Selangor Sihat and Perak Prihatin.

Since 26 Feb 2024, ProtectHealth says the scheme has focused only on households registered in 10 designated districts. The eligibility portal says its data is based on STR 2026 Phase 2, updated on 4 May 2026.

The 10 districts covered

• W.P. Kuala Lumpur;
• Gombak, Hulu Langat, Petaling and Klang (Selangor);
• Johor Bahru (Johor);
• Kinta (Perak);
• Timur Laut (Penang);
• Kota Kinabalu (Sabah);
• Kuching (Sarawak).

This list is the same on the ProtectHealth page updated on 29 Sep 2026 and the MyGOV page updated on 16 Mar 2026. ProtectHealth says the list of panel clinics may change from time to time.

How much the benefit is

These limits are cumulative. You can get treatment several times until the limit is used up, and the balance is deducted after each treatment.

For each visit, the Government covers up to RM170. That is made up of consultation and medicine up to RM70 (or consultation only, RM35), tests up to RM50 and treatment procedures up to RM50.

Treatment covered

The scheme covers treatment for minor illnesses such as:

• fever and colds;
• diarrhoea and vomiting;
• sprains;
• headaches;
• minor trauma, for example minor cuts.

The treatment package includes consultation, some medicines, procedures and tests that can be given at a private clinic.

Treatment not covered

• routine immunisation or vaccines;
• health screening;
• routine follow-up for non-communicable diseases (NCD);
• routine maternal and child follow-up, for example regular antenatal check-ups;
• family planning;
• rehabilitation services, for example physiotherapy;
• requests for medicine without a doctor's consultation;
• requests for supplements.

How to get treatment

1. Check your eligibility on the ProtectHealth eligibility portal or in the MySejahtera app.
2. Find a panel clinic on the same portal, by state and town. Panel clinics can be identified by the Skim Perubatan MADANI sticker.
3. Bring your identity card or identity document to the clinic. Your eligibility is checked automatically during the visit.
4. Get treatment for free. Your benefit limit is deducted after treatment.

The eligibility portal asks for your registered MyKad, MyKid, passport or identity document number. Only enter that number on the official ProtectHealth portal.

No charges, and how to check your balance

ProtectHealth says recipients cannot be charged for treatment, procedures and medicine under the scheme. Clinics are also not allowed to charge extra if costs exceed the per-visit limit.

You can check your remaining benefit limit in three ways:

• the SMS sent to your registered phone number after treatment;
• a check at the clinic during your visit;
• the ProtectHealth line, 03-8687 2525.

Status of the scheme for 2027

The Budget 2027 speech and Appendix 1 do not mention Skim Perubatan MADANI. As at 25 Oct 2026, ProtectHealth and MyGOV had not published information on the scheme for 2027.

Budget 2027 continues two other health schemes for STR recipients. PeKa B40 offers free health screening, medical device aid and cancer treatment incentives to STR recipients and spouses aged 40 and above.

Beware of scams

Skim Perubatan MADANI eligibility is automatic, so there is no registration or fee to join. Ignore messages asking for payment or bank details to "activate" the scheme.
